The California Strategic Growth Council (SGC) is committed to working with Tribes across the State of California in a manner that respects Tribal knowledge, expertise, and sovereignty. Tribes can request Tribal consultation at any time, apply for all of SGC’s grant programs, and receive technical assistance.

Consultation Opportunities

Every grant program at SGC undergoes a 90-day Tribal Consultation Period, where staff meet with Tribes to undergo government-to-government consultation both in-person and virtually. You can find opportunities to consult on specific policies and programs below.

Tribal Housing and Capacity Building Initiative 

As a part of the Tribal Housing and Capacity Building Initiative, the California Strategic Growth Council (SGC) has developed two grant programs that are exclusively available to California Native American Tribes and Tribal entities: the Tribal Capacity Building Program and the Tribal Housing Pre-Development Fund.  

The goal of these two programs is to fund a wide range of activities related to housing development and climate resiliency. SGC will host workshops and regular office hours to assist Tribes in applying to the programs. Learn more about the initiative on the webpage.  

Tribal Housing Pre-Development Fund   

The Tribal Housing Pre-Development Fund provides $20 million in total funding for activities related to affordable housing, including planning, infrastructure, construction, site acquisition, and other associated costs. The goal of this program is to assist Tribes in preparing to build housing in their communities and access other state grant programs. This is a competitive grant, applications will be accepted on a rolling basis, and awardees could receive up to $3 million in funding distributed over a three-year grant term. The grant application period is planned to begin in late April or early May.   

Tribal Capacity Building Program  

The Tribal Capacity Building Program provides funding and technical assistance to increase staff capacity and advance climate and housing-related work. Activities may include planning, securing funding for, and implementing housing projects and related efforts to advance climate mitigation, adaptation, and resilience.  The individual award amount is between $350,000 and $420,000, distributed over a three-year grant term. The total program award amount is $5 million. This is a competitive grant program. Applications will open in May 2026 and close August 2026.

Agricultural Land Equity Task Force (ALETF)

The California Strategic Growth Council (SGC) is identifying a technical assistance partner to support California Native American Tribes and Tribal land stewards with improved access to agricultural land. This partner will provide tailored advisory, planning, matchmaking, and acquisition and transaction support services to individuals, organizations, or Tribes to assist them with achieving secure and affordable access to land in California to produce food, fiber, medicine, or cultural resources.

California Tribal Gap Analysis 

The California Tribal Gap Analysis report, prepared by Prosper Sustainably LLC on behalf of the California Strategic Growth Council (SGC) and the California Energy Commission (CEC), offers extensive recommendations to strengthen the state’s relationships with Tribes and enhance Tribes’ preparedness to achieve climate goals.   

The study sought to identify Tribal priorities, needs, and barriers in the areas of clean energy and climate change adaptation and resilience. The final report provides recommendations for the development and enhancement of State of California programs, funding, technical assistance (TA), and other resources to address Tribal needs and priorities. The report’s recommendations also aim to foster stronger partnerships between Tribes and state agencies to support current and future programs and grants.  

The SGC and the CEC are currently working to develop an implementation plan to address the recommendations in the report. The state will engage Tribes in the development of the implementation plan and provide regular updates on implementation progress. Find out more on the website.
