Overhead
Overhead costs are any administrative costs that are not directly related to the implementation of the grant. Provide ample overhead options (20%+) to realistically cover costs for the CBO or contractor to cover administrative costs (this may also be reflective of the grant/contract complexity).
- What are the requirements for overhead for the agency? Is it the highest it can be? What is the cap based on?
- How long does it take to pay the grantee for their work? Can it be expedited via internal protocols?
Grants and Contracts

- Contracts are used to obtain services provided to the State through a legally binding agreement.
- Contracts are specific in topic, scope of work, budget, and outcomes.
- Grants are used as a mechanism to provide services to a community. They generally allow for more flexibility in topic, scope of work, and outcome.
