Announcement Now Open: Public Comment Period for Factory-Built Housing Pilot Program Revised Guidelines

The California Strategic Growth Council (SGC) staff are pleased to invite public comment on the updated Draft Factory-Built Housing (FBH) Regional Pilot Program Guidelines. The program supports the implementation of prefabricated homes across the state to support California’s housing production and climate goals. By investing in regional partnerships and flexible implementation strategies, the FBH Regional Pilot Program empowers communities to scale housing solutions that align with local goals and statewide priorities, while reducing carbon emissions and creating jobs.

The draft guidelines incorporate feedback from a public Request for Information that was released in February 2025, as well as feedback from a variety of researchers and FBH market participants. The public comment period runs from Sept. 10, 2025, to Oct. 10, 2025. Responses will inform a final version of the guidelines, which will be posted to the SGC FBH website before the Dec. 10, 2025, council meeting.
