Announcement Public Comment Period Now Open for Transformative Climate Communities Round 6 and Community Resilience Centers Round 2 Draft Guidelines

The California Strategic Growth Council (SGC) is proud to share Draft Guidelines for two grant programs. The Transformative Climate Communities (TCC) Program Round 6 and Community Resilience Centers (CRC) Program Round 2 Draft Guidelines are open for public comment from Sept. 29, 2025, to Jan. 2, 2026, at 5 p.m. 

SGC updates program guidelines before each round of funding based on community input. These updates help the programs adapt to changes in legislation and current events, improve the programs’ accessibility and inclusivity, and advance the programs’ objectives. Staff have drafted the TCC Round 6 and CRC Round 2 Draft Guidelines based on:  

  • Feedback from past TCC and CRC applicants and grantees; 
  • Prior public engagement processes led by SGC grant programs; 
  • Lessons learned from previous rounds of program implementation; 
  • Policy research; 
  • Recent legislation; 
  • A Request for Input conducted in spring 2025 on a new, proposed application process for TCC and CRC Implementation Grants. 

We are now seeking input and public comment on the Draft Guidelines. The following resources explain more about each program and the proposed changes:

Providing Public Comment 

You can provide written comments through 5 p.m. Jan. 2, 2026, for both programs. Comments should include references to the specific sections of the Draft Guidelines when applicable. 

SGC will host virtual community input sessions and small focus groups throughout the public comment period to give the public the opportunity to hear directly from staff about the proposed program requirements and offer feedback.

Virtual Community Input Sessions 

The schedule for virtual community input sessions and small focus groups are as follows: 

Virtual Community Input Sessions: Registration open to all by signing up via the Zoom links below. 

Spanish interpretation will be offered for the statewide virtual input sessions. 

Registration is required for all virtual input sessions. If you are experiencing any issues registering or logging on, please email TCC@sgc.ca.gov and/or CRC@sgc.ca.gov

Virtual Focus Groups: SGC staff will host virtual focus groups on the following topics: 

  • New Implementation Grant application process. 
  • Topics impacting Tribal applicants: Funding Goal and priority points, Project Area eligibility, additional flexibility for Tribes. 
  • Topics impacting applicants from rural and/or unincorporated communities: Funding Goal and priority points, Project Area eligibility, definition of rural areas. 

Focus groups are distinct from community input sessions in that they are topic-specific and will be capped at a small number of participants to facilitate more in-depth discussion. Program staff will begin the session with a summary of the proposed changes. Interested parties should sign up to express interest in participating in a focus group and an SGC staff member may reach out to provide more instructions and Zoom details.
