TCC Round 5 Program Guidelines Round 5 Closed

The California Strategic Growth Council has released the final versions of the Round 5 TCC Program Guidelines and the TCC Mapping Tool. The Notice of Funding Availability and Application Materials were released on March 8, 2023, and can be found on the Applications webpage. The Guidelines

SGC released the Draft Guidelines in November 2022 for a 30-day public comment period. These comments informed the Round 5 Final Guidelines, which were adopted by the Council in February 2023. The TCC Round 5 Guidelines Staff Report contains a summary of the significant changes to the Guidelines between Round 4 and Round 5.

Mapping Tool

The TCC Mapping Tool is designed to help applicants determine whether a proposed Project Area is eligible under the Round 5 Guidelines. Applicants from tribal communities and unincorporated communities have additional options for establishing eligibility. Please see section 6.4 of the Round 5 Guidelines for more information on Project Area eligibility.

Quantification Methodology

The TCC Quantification Methodology provides guidance on estimating the greenhouse gas (GHG) emission reductions and co-benefits.

You can also use the Calculator Tool (Updated July 11, 2023), which estimates the net GHG benefit and selected co-benefits.

Public Workshops

To collect feedback on the Draft Guidelines, TCC staff held in-person informational workshops in Tulare, San Jose, and Riverside, and a virtual workshop in December 2022. SGC also held virtual drop-in hours on December 16, 2022, and December 20, 2022. You can access a recording of the virtual workshop in the section below titled Recordings of Previous Workshops & Links to Accompanying Materials.

This will be an opportunity for community members to learn about the program as well as provide feedback on the Round 5 Draft Program Guidelines.

Attendance is not required to provide public comments. SGC will accept public comments through December 21, 2022. Please send all comments to tcc@sgc.ca.gov as an email, Microsoft Word document, or PDF.
