Governing for Racial Equity: California’s Capitol Collaborative on Race & Equity Racial equity capacity-building for State employees

About CCORE

The California Strategic Growth Council (SGC) is the State sponsor of the Capitol Collaborative on Race & Equity (CCORE), a cohort-based, racial equity capacity building program for California State employees hosted by State of Equity (Public Health Institute). State of Equity launched CCORE in 2018 in support of a commitment by the California Health in All Policies (HiAP) Task Force to increase the capacity of state entities to advance health and racial equity. CCORE is the first state-level implementation of the Government Alliance on Race and Equity (GARE) in the country. In addition to sponsoring CCORE, SGC is a member of GARE’s nationwide network of governments aiming to advance racial equity. SGC has actively participated in CCORE since its launch in 2018. Participating helped SGC acquire skillsets to set, implement, accountably report on racial equity-driven commitments, and adopt its first Racial Equity Action Plan (REAP) in 2019. SGC has since updated and published its 2023-2025 REAP.
