Announcement Sustainable Transportation Equity Project Technical Assistance Program RFP

The California Strategic Growth Council (SGC) is pleased to release a Request for Proposals seeking technical assistance (TA) providers to support the Sustainable Transportation Equity Project (STEP), a pilot under the California Air Resources Board’s Low Carbon Transportation Investments program. STEP follows a community-based approach to overcome barriers to providing clean transportation and mobility options. This pilot is focused on addressing residents’ transportation needs, increasing community connectivity, and reducing greenhouse gas (GHG) emissions by funding clean transportation planning and projects.

The selected technical assistance provider will support grant applicants and recipients with Planning and Capacity Building Grants as well as Implementation Grants. TA tasks include:

  • Evaluation of applicant readiness
  • Support understanding of eligibility thresholds and meeting proposal requirements
  • Technical support on proposal development (GHG quantification, GIS mapping)
  • Community engagement
  • Data tracking and reporting
