Announcement Announcing the Updated Technical Assistance Toolkit: A Funder’s Guide to Community Capacity Building and Resilience

The Strategic Growth Council (SGC) staff are pleased to announce the release the Technical Assistance Toolkit: A Funder’s Guide to Community Capacity Building and Resilience. Formerly known as the Technical Assistance Guidelines for State Agencies, this updated toolkit provides a roadmap for State agencies and other funders to design and implement effective and equitable technical assistance (TA) and capacity building programs.

Recognizing the importance of providing technical assistance (TA) to advance the state’s equity goals, Senate Bill 1072 (Leyva, 2018) directs SGC to develop guidance to help state agencies develop impactful TA programs. SGC’s Community Assistance for Climate Equity (CACE) program, which supports, promotes, and implements TA and capacity building initiatives, developed the first edition of this resource in 2020 in collaboration with a working group of TA and capacity building experts from 13 state agencies. Since the release of the first edition, state and federal agencies continue to expand their TA and capacity building efforts and SGC has received numerous requests for support developing successful TA and capacity building initiatives.

In response to a high demand for further support developing effective TA programs, SGC released the updated Technical Assistance Toolkit in September 2023. The update incorporates feedback from state agency staff including new sections on securing funding for TA, selecting TA providers and recipients, making the case for TA, reducing barriers within grant programs, and more. The toolkit also features new and updated case studies, templates, checklists, and other resources for designing and implementing an equitable TA program.
