SGC Catalyst Model Collaborative Governance Model: Composition of the Governing Body

When considering collaborative governance from an equity perspective, it is essential to determine who is engaged in the collaboration. Collaborative governance is formalized coordination among representatives from diverse entities and sectors, such as public agencies, residents, community-based organizations, and businesses.

The Transformative Climate Communities (TCC) Round 5 Program Guidelines enables the development of long-term partnerships at multiple levels. This includes the following:

  • Applicants are required to develop “Collaborative Stakeholder Structures” that bring together public agencies, non-profit organizations, residents, and other local entities in a process that fosters long-term investment in the community’s vision for transformation.
  • The State must establish partnerships with Applicants and Grantees through outreach and technical assistance.
  • The development of the TCC Program has resulted in partnerships at the state level through consultation with experts from multiple agencies in developing development program guidelines, drafting grant agreements, and reviewing applications.

Formalize partnership structures that incorporate diverse perspectives.

The TCC-funded Transform Fresno project includes a collaborative structure comprised of the City of Fresno as the lead TCC grantee, 12 project and plan partners, and a 16-member Outreach and Oversight Committee composed of local residents and business owners. These representatives collaborate on projects to meet community needs and program requirements.

Offer periodic training on individual, institutional, and structural racism to recognize and account for any existing biases or oversights in the composition of the governing body.
